Oleg Khlestov is ambassador extraordinary and plenipotentiary, head of the International Law Expert Group of the Security Council of the Russian Federation, professor of the Diplomatic Academy of the Ministry of Foreign Affairs, vice-president of the International Law Association, member of the editorial board for the International Lawyer and Diplomatic Service magazines. He has participated in formation of the most important Soviet treaties — of friendship and cooperation — with Bulgaria, Hungary, German Democratic Republic, German Federal Republic, Poland, Czechoslovakia, Romania, Mongolia, Egypt, Iraq, India. He has taken part in a number of the United Nations General Assembly sessions; general conferences of IAEA and UNIDO; conferences devoted to disarmament and non-proliferation of nuclear weaponry; development of interstellar law, UN global amity declarations and definitions of aggression.
